Shri Manoj Kumar Singh is a distinguished retired IAS officer and an accomplished public administrator who currently serves as the Chief Executive Officer of the State Transformation Commission, Government of Uttar Pradesh, the state’s strategic policy and transformation institution. A 1988-batch IAS officer of the Uttar Pradesh cadre, Shri Singh brings nearly four decades of administrative experience to the role, having served in a wide range of leadership positions across the Government of Uttar Pradesh and the Government of India, culminating in his tenure as Chief Secretary of Uttar Pradesh from July 2024 until his retirement in July 2025. In November 2025, he was appointed as the inaugural CEO of the State Transformation Commission for a three-year term, giving him the responsibility of helping shape the state’s long-term development strategy and translating policy ambition into measurable outcomes.

At the State Transformation Commission, Shri Singh is driving an outcome-oriented approach to governance, with a focus on evidence-based policymaking, performance monitoring, inter-departmental convergence and strengthening implementation capabilities across the state. The Commission, conceived as the strategic think tank and delivery-support unit of the Government of Uttar Pradesh, is tasked with providing policy support and creating frameworks that enable departments and districts to deliver measurable improvements. Under his leadership, its agenda is closely aligned with the broader vision of Viksit Uttar Pradesh 2047 and the state’s ambition of building a $1 trillion economy.

A defining feature of Shri Singh’s leadership philosophy is his emphasis on using reliable data, technology and institutional capacity to improve the quality and speed of governance. He has advocated the creation of a State Data Authority to ensure that policymakers have access to authentic, timely and actionable information, while also emphasising digital transformation, artificial intelligence and data-driven decision-making as important enablers of future growth. His recent interventions have highlighted a shift from simply improving the “ease of doing business” towards enhancing the “speed of doing business” through faster clearances, time-bound public services and more responsive governance systems.

His administrative career has been marked by extensive engagement with development, agriculture, infrastructure, rural livelihoods, industry and public policy. His academic background is in agriculture, with both graduate and postgraduate qualifications in the discipline, an orientation that has complemented his long-standing engagement with rural development and the agricultural economy of Uttar Pradesh.

As CEO of the State Transformation Commission, Shri Manoj Kumar Singh represents a transition from conventional administrative planning towards a more integrated model of strategic governance—one that combines policy innovation, data, technology, execution and accountability. His current mission is to help Uttar Pradesh translate its considerable economic, demographic, agricultural and infrastructure potential into inclusive and sustainable growth, while advancing the state’s long-term transformation agenda and strengthening its position as one of India’s leading engines of economic development.
